HORIZONTAL PRINCIPLES

The project RISC ML from its design phase to its current implementation, ensures that the project’s actions ensure compliance at all times with the horizontal principles and Community policies on equal opportunities and non-discrimination, equality between women and men and sustainable development, as set out in Regulation (EU) No. 1303/2013 of the European Parliament and of the Council of 17 December 2013; In particular, Article 7 provides that “Member States and the Commission shall take appropriate measures to avoid any discrimination based on sex, racial or ethnic origin, religion or belief, disability, age or sexual orientation in the preparation and implementation of programmes”.

The measures taken in each of the horizontal principles set out in the application form of the approved project are presented below.

Sustainable development

As provided for in the different EU strategies and policies, the RISC_ML project will contribute to the preservation of the natural heritage by designing a set of measures aimed at obtaining greater knowledge of the water and cartographic environment and establishing mechanisms for action and prevention with respect to extreme phenomena – droughts, fires and floods – with the aim of mitigating their effects on the environment.

Equality between men and women

Although there are no specific actions to promote equality between men and women, it is worth mentioning that the project will ensure equal opportunities and, therefore, non-discrimination on the grounds of disability, race, religion, sexual orientation, etc., in the recruitment processes carried out throughout the period of implementation. This principle shall apply both to the recruitment of staff within each of the partner entities and to the specifications for the recruitment of external services or experts.

Equal opportunities and non-discrimination

As in the context of equal opportunities, the project will also ensure equality between men and women and thus non-discrimination on grounds of sex. Therefore, as specified in the previous section, the recruitment procedures that may be carried out by the project partners, as well as those of external services and experts, shall at all times respect equality between men and women, guaranteeing total impartiality in this matter.
